Introduction to Top Chinese Universities (along with reputable rankings): Part One

Over the past few decades, the Chinese government has implemented successive and heavily funded initiatives to elevate its university system to world-class standards, shifting from broad institutional support to highly targeted and discipline-specific funding models. For instance, one of the foundational initiatives in this modernization effort was Project 211, launched in 1995, which aimed to strengthen approximately one hundred higher education institutions and key disciplinary fields as a national priority for the 21st century. This project was quickly followed in 1998 by Project 985 (a much more exclusive initiative introduced on the 100th anniversary of Peking University). Project 985 targeted an elite subset of thirty-nine universities for concentrated and aggressive funding to build world-class research institutions capable of competing with Western academic elites. While both labels remain highly relevant in domestic employment markets and historical academic prestige, they have technically been replaced by a newer, more dynamic framework.

The “Double First-Class” plan (formerly called the World-Class Universities and First-Class Disciplines Construction), which was introduced in 2015 and officially implemented in 2017, replaced Projects 211 and 985 as China’s university education development plan. Unlike previous plans that granted permanent status, this plan is reviewed every five years. This initiative introduces a highly competitive, performance-based mechanism that forces universities to continuously innovate in specific academic disciplines and maintain global standards, rather than relying on historical honors. Inclusion on this list indicates that an institution receives targeted government funding to develop specific disciplines to a world-class level, providing premier academic resources, research facilities, and global exchange opportunities.

At the top tiers of Project 985 and the First-Class initiative sits the “C9” League. Formed in 2009, this league consists of nine top public universities widely considered the Chinese equivalent of the US “Ivy League” or the UK’s “Russell Group”. These institutions receive a disproportionate share of national research funding, attract students with the highest scores from the national university entrance exam, and consistently dominate global and domestic rankings across all major indexing bodies, including QS, Times Higher Education, and the Academic Ranking of World Universities (ARWU). Members collaborate extensively through shared academic resources, joint summer schools, cross-review of doctoral dissertations, and student exchange programs where academic credits are fully recognized across the consortium.
